Some measurements or pic. beside a coin or ruler for reference would help. Just a guess, hat badge for taxi driver or tag for something from "citizens" bank or store. Good luckl.

Citizens National Bank was founded in Decatur in 1891. This is most likely from a safe deposit box.

Kinda funny I found it in a park
