Any Thoughts on this Mystery Relic

I found this yesterday on a strip of land next to a major road, I think that it's made of white metal or pot metal. It looks like it was either painted or had a gold wash applied to it at some point.
I thought it might have come from a toy car (headlights), but it looks like it could've been costume jewelry.

Any ideas would be greatly appreciated,

One member suggested that it looked like an LED light set up he has in his fish tank.
