Anybody know what this it???? Found in my dad's toolbox

Hi there, I am new here and glad to find this site ! Found this in my dad's toolbox and have no idea what it is. It is made of brass and the ends do not open. it feels firm but not solid. It is not hollow. Any ideas would be welcome. Thank you.

I found one almost exactly like it with my detector except it didn't have the rope attached. I didn't know what it was either! Welcome to Tnet!
