Looks like Czar Alexander II. He ruled Russia in the latter half of the 19th century. People tried to whack him several times. They finally did. As for the buckle, I would say it is a Western creation, based on the way "Czar" is spelled.

Yep, definitely western but it is an actual buckle...there are clasps on the back. However, it is not very sturdy...the metal is quite thin...

I don't know much about buckles but that is a nice piece. I've found some stuff that probably isn't authentic but it looks pretty in the display case. Maybe your friend will be nice and let you have it.

The only difference between the two pics is one is the front and one is the back...

romeo-1, thanks for posting the picture of the reverse. Do you think some other piece had been attached to it at one time? Almost looks as if something had been crimped on the bottom and one side. Interesting, very interesting.
