Anyone good with vintage dog tags?

Hi everyone. I found this detecting today. I was unable to find the rest of it. It looks as though it was deliberately cut or hit by a mower blade. I'd like to find out what year it's from. City of Chicago dog license number 12560. Pics below. Any help is appreciated. Thanks.
