I would venture to guess it's a clock key used to wind the clock's spring, they come in many different styles, the one you have appears to be possibly from an alarm clock, or any clock that the key stayed in place on the back of the clock, which is why it has the folding handle, it most likely is threaded inside to screw onto the winding shaft of the clock.

Agree with AU Seeker, looks like a clock winding key. Google Images has lots that look very close to yours.
