The part that is on your pinkie looks like it attaches to a cable and the part that attaches to the one piece that's cracked would have been at a different angle. .Can you clean it up some more and show us some more angles.

it is a "tilt" window hing with lock would been used up high just out of reach the cable would be pulled allowing the window to close
