Looks like a flint knapping rock. Maybe they worked one rock against the other at the center of the "sun" and the lines are the rubbing areas to sharpen the points, or shape the points I suppose.

Kind of a native work bench.

Well, that's my idea.
 

Hey Z, When knapping a stone point, an abrader(sharpening stone) is used to grind rough surfaces on the point so that precise chips can be removed. It may be a kind of abrader, or it could be used to sharpen items such as deer antler tines, that were used to pressure flake the finished edge of the stone point. Deer antler and split bone were also used as awls to punch holes in rawhide and skins. They would have to be sharpened often, maybe on a stone like yours.
