Looking at it once I posted could it say SHOE and be a shoe horn?

It looks like the second digit is a 2 to me. Is it possible that the two pieces are from separate objects?

Pic #2 is a little out of focus but looks like it says "NERO" - as in Nero the Circus Lion - a children's book from @1920.
