Found this at a site that goes back to 1700 or earlier so it can be from then u til now it’s oretty neat I’m missing a piece or two but it looks like I have enough to Identify it any help is appreciated there is a piece bike off on each end of the circular piece

Looking at it once I posted could it say SHOE and be a shoe horn?

It looks like the second digit is a 2 to me. Is it possible that the two pieces are from separate objects?
