Are these scoria? How about the blue and white "inclusions"?

Hi Experts,

Found these on a pile of dirt along a trail in Irvine, CA. Are they scoria? How about the blue "layer" at the bottom and other "inclusions"? Thank you for your help.

That's slag - the blue is actually moderately sought after by lapidaries and jewelry makers since it usually makes nice looking cabochons it doesn't look like what you have would be cuttable material, but if you find some that is more solid blue you could maybe toss it up on eBay or something.
