I think I remember seeing this. How about a weight for a small wheel, the axle would go through it and then the washer and nut would go on. Also, they make similar items for weight bottoms on metal and wood stands, but I don't really think that's it. Hole is too small for an artillery fuse.

I also say no. CW era did not have shell casings. Barrel bores were the shell.
