I can see large flake removals to shape it so I'll go with quarry blank. What's the material... rhyolite?
That's what I see. Looks like some crude but intentional work to remove material.

Maybe not for arrowheads or thin pieces, but I've seen a lot of Celt/axe blanks that are worked like that before they are further worked via the peck & grind method.
