Found this wheel at a railroad track about an inch or so under the ground. What is it?

Looks too delicate to be railroad related?
And be "delicate", I mean "non-industrial" looking. Too flimsy?

(I'm assuming this item to be fairly small, comparing it what I believe is the carpet pile in the photo.)
