Badge? Dress ornament?

Found this at a farm/homesite that has coughed up many mid- to late 1700’s coins and artifacts (up through late 1800’s). The red arrow points to a still-intact piece of leather that i assume this attached to.

Notice there's a small hole just to the left of the circle w/flowers (and another hole just beneath the circle as well). Does appear to have some silver plating left.

looks like either part of a suspenders clip or a pocketwatch fob/clip thing for the chain. Those are just guesses though it is hard to tell from the photos with no size reference

I missed the reference to leather still attached. I would lean towards suspender clips, if i am correct the leather attached would have been for the button holes, buttons sewn to pants.
