Baggage tag???

I just came from an old rock chimney site with some pretty old but insignificant stuff, but I did find this old tag which intrigues me. I'm guessing it's some sort of (RR?) baggage tag, but I may be wrong. Any help with this or what the letters stand for would be very helpful if anyone out there could let me know. Thanks!

I thought that last letter was a "P", too, but after looking under a magnifying glass with good light, it turns out to be an "F"

I saw that too and wondered when I was googling C&F. If so, wonder how in the world it got here in central Va!
