I am pretty sure this is the person in question. I emailed the info but haven't heard a thing. However, the Astoria connection seems right as does the timing.

It is funny, here is a man I never met in life but became acquainted with in death. A man that died before his time but left a legacy of respect. This message in a bottle spread, in a small but powerful way, the idea that "here was a man worth knowing....i'm sorry you didn't get to...remember him"....
