The olive green mark on the bottom says 'Ghzel' in Cyrillic cursive script, which is a region in Russia known for porcelain and other ceramics... especially 'blue on white'. The bears are from one of the many workshops in that region, but not from the famous original 'Gzhel' factory itself. They're circa 1980s, but not condiment shakers (how would you fill them, and where are the holes in the top?). They're just souvenir ornaments, and the small hole in the bottom is a vent hole to prevent the piece exploding when it was fired in the kiln.
