Hi Jack, I think you're right that it's brass. It does look like the cover to a bell but I don't see any means to attach it. I did find both pieces to a heavy brass Victorian door latch in the same field. Thanks for your post.

The second example link I posted has two images. It looks to be in two pieces. The bottom piece is the part with the hardware and the top decorative piece hides it.
If it is a doorbell cover, it could only be top half of it.

Do you have a picture of the bottom of it?

Thanks guys--here's the back of it. I would have had to have been held on by whatever when through the hole. Back plate to drawer pull would make sense I suppose, though I don't believe I've seen raised ones. Most I've seen are flat plates.
