I would not consider this a political terrorist act.
But more a mental health issue. The scary thing many people can go down that path where life becomes overwhelming and it feels like you against the rest of the world.
If intended to kill people he would not warned people from the SUV and it gave them time to evacuate. So seems more in effect he was making in his mind a statement perhaps a suicide protest at 5g?
Clearly he had lost the plot as his life fell apart which lead to his suicide. Going out with a bang.
