I'm no expert in these but I have learnt that this seal type was not used until 1902. My 'best guess' is WWI era.
Good find whatever the date range.

I found one similar to yours an d thought it was part of a military officers hat badge

Crusader is correct. Your bridle rosette is WW1 era
