Anything used around black powder is normally brass.NEVER any steal because of causing a spark.Hope that helps some.

Have not seen a single load flask like that but can't rule it out. Certainly can't rule out that's what it was being used for regardeless of what it was designed for. I sometimes use pill bottles or backpacking salt containers (which are actually Nalgene lab sample bottles) to carry single measured loads for hunting with my blackpowder rifles.

Yours could also have been a waterproof stick match safe, the pepper container from a picnic set or a neck worn nitro pill carrier from a heart patient.
