BLM dredging permit NM

It shouldnt be so hard to do things right ( i have been told that you need a permit to dredge for gold in NM) i have been every wear on the web and BLM sight and cant fine any form for a dredging permit any one got any ideas.

As far as I know all you need is to file a claim before you dredge. Thats like having to get a permit to use a sluice.
