i think because of the age there are no marks at all on these sort of artifacts

Welcome to the forum. Judging by the 'open' faced roses, I'd say it is from the late Victorian period or a repro of the late Vic. period. I can't tell from the pic if it is horn or brass. More information would be helpful. Breezie
