More than likely the top, or base, off of an engraved Bone Awl.

I agree with Steve, but if it seems to be very well made and polished up top it might have also been what is commonly called a hairpin.

I don't know why I didn't think of that Joshua. Being as decorated as it is, it probably was a Hairpin. Good call.
