Looks like an awl for sewing leather or maybe canvas...could also be used for chair caning

Take a soft pencil and plain paper and make a rubbing over the writing...appears to maybe spanish

I think it says Super Fine Quality. I know that seems like a modern usage. Is this possibly the handle to a bone & bristle toothbrush?

I found it in an area where coal slag was dumped and broken glass probably state hospital dump site.
