The brass cylinder with wear on one side of the end (both the original poster's and yours) is a buggy harness shaft tip. It fit onto the front end of the long wooden shaft your hitched the buggy-horse's harness to. The wear on just one side comes from the shaft being allowed to drag on the ground. See the ones in the photo below. (Giving credit where it's due... that photo was first posted here in the What Is It? forum by MudHut.)
