Brass clasp, decoration, sword scabbard hanger?

I found this item along with a bunch of other mid to late 1800's early 1900's relics at one site. I cannot figure out what it was used for. I have included pics of the other items for reference. The "Tips" of the chain are odd, 1 side round, the other side is flat or squared off, almost like a wedge.

Maybe I have it oriented incorrectly. The main part has a half circle and a "tongue" for lack of a better way to describe it. That tongue could slip over a belt, maybe this was affixed to a belt and the chains were attached to something hanging from the belt?

Any ideas what it may be? Thanks for the assistance.

I haven't found a close match for the hanger chains but I will make an observation or two:

The chains are single link. Most sword hanger chains are much heavier or have intertwined, multiple link chains.

And the chains are short (same length?). Also decorated with flowers...

Other relics in your post are feminine in nature so I'm thinking this is a Victorian woman's chatelaine belt hanger - possibly for a purse.
