Brass Horse head Identification Question

Found this small brass horse head on the Oregon Shipwreck sunk 1886. It has two loops on the back and a brass hook. The artifact is bent and folded but is very similar to a brass turtle found in the same area 20 yrs ago. I had thought the turtle was a tea strainer but now I'm not so sure. Any Ideas??
