Just based on size I would guess padlock key. But it seems too simple for that...

This is most certainly a barrel tap key. 1700s.

It is a barrel key. The local hardware store sells modern versions for fireplace flues, gas furnaces, and to use in place of those round valves on exterior water faucets so the neighbors kids can't run your water bill up. I am guessing one that age was probably used on some time of hearth or stove.
