Believe this to be made of brass and see that it is multi layered. Other than that I have no idea. Appreciate any thoughts or ideas. Thank you

Looks like an eyelet for a strap. Maybe saddle bag, pack, etc ? Tony

A purse twist lock clasp sounds good to me; The halves would have been crimped together, sandwiching the leather/fabric.
