Brass Piece Fromed Around A Glass Ring

I found this at my new homestead site and have been puzzling over it for a few weeks.

It's brass, but there's a thick doughnut of clear glass that it's been formed over. My first instinct was part of an oil lamp, but I can't seem to find a match to a similar part. Other relics from this site have dated from the 1820's to the 1880's.
 

Looks like a burner of some sort

It definitely seems to be related to flame given the circular holed piece which would have allowed airflow. The curved brass over the opening might have served to protect the flame from being snuffed out accidentally, but the hole itself is fairly large so the wick would have been circular and big compared to the ribbon wick holders I usually encounter. And why glass?

I believe that it might belong to a Victorian counter cigar oil lighter & cutter.
The wick goes through the glass doughnut.
