Brass Shield with 13 stars Stripes, An eagle facing left with letters U N Help?

This brass shield looks similar to a saddle shield, but's too small, It has 13 stars surrounding a Eagle with arrows and shield, the shield on the eagle looks like it contains an A but it is pretty small and my eyes are old. Any Idea on what the U N designates? Does anyone have an idea on what this is?

That is certainly a neat find.And my guess is when the whole thing was there it spelled out union. So could bee a Union rosette there.

I see what you mean, however looking at the back i think it is in original shape, I believe the hole is original. IMHO

Hi, could the center be broken out and had the letter S on it. That would then be USN, U.S. Navy ? Nice find either way! Paul
