only a Guess but c.a.r.r.ex. Horse I.D. at some type of Exchange ?
but need to figure c.a.r.r. out first.

there was / or is a C & A.R.R. Railroad Depot in Springfield IL

But not sure what "Horse" would have to do with a Baggage or other RR tag

also what does the back look like ?

there is no hole to string it fast like a Tag.

Perhaps like a tool tag for borrowing a Horse ?
or 2 Horse Power Something ?

That's a cool tag. Wonder if its from a Ford model T or something?
 

That is a license for a 2 horse buggy. I found a similar one earlier this year.
 

The "RR" means Rail Road. The "EX" means express. Find out what older railroads were in your area that match. There was a Chicago and Alton Railroad at one time, don't know if the tag is from that one but do some research.

Likely the "2 horse" indicates the transport of a buggy or wagon.C & Alton Railroad
