Brass? Thing found on beach

I was combing a beach in California looking for shells and sand dollars wen I happened upon this strange object. It appears to be made of a brass pipe, perhaps part of a bullet shell.
Its about 2 inches long and just over an inch wide. I have no clue of what it could be but I think I have seen something like it somewhere.

The back has me puzzled. So it is hollow inside and the 3 holes are on one side? Doesn't look like anything I have ever found. Does it look like a strap can go into one end of it?

Respectfully Sir: the device needs to allow wick movement to adjust for choice of trimming shape/ flame shape ,for normal erosion from burning ,and to allow oil/ fuel to transfer along wick to flame.

( What appears a closed end is actually the wick top in the lower picture. The picture above it with tube type wick holders shows the wicks through the tubes better.)

One end is open the other end has all the edges curled inward apparently in an attempt to close it.

It does look like the lower drawing. The part that appears closed only has the edges rolled over it is not fully closed. It might still work as a wick guide but I don't think that is what it is. It would be very difficult to get a wick in there.

Look like part of an old wrist watch clasp I had years ago.
