Does the hole in the bottom go through?
It looks like there are three holes in the bottom of the cup.
Also it looks like it is threaded on the small end.
What metal is it? looks like Brass.
Ok I'm of no help, but the answers to my questions may help others.

If there are small holes that connect to the larger one on the base maybe it's a shower head.
Doubtful but a guess anyway.

It is brass. One hole going through to the cone. Looks to have something to do with water. It is threaded on the bottom, small end. I mentioned that it could be a shower head but why heavy brass? Hog wash maybe. Still looking for help.
