Could be. That would be my guess...but they are usually made of iron.

What size is it?
You provide no reference.

Thinnest area could be from a metal tongue wearing against it like a belt buckle. Or a flaw in it's creation.
Could be from a martingale , or from a girth strap. Or a link between two straps on a powder horn , or it could be a blanket pin ;or anything...
 

If not made of iron, what is it made of?
