Buckle or Key?

Found at 1910 house where I've also found civil war bullets among other things. Of course I'm hoping it is civil war but I've looked at what feels 1000's of google photos and can't find anything similar. Guessing a strap ran through the one end and the pointy part twisted into a second buckle and interlocked?? Iron about 1" X 1".
