buckle???

i found these in a late 1800's early 1900's homestead pic is of an old teaspoon a 1905 canadian large cent and the ?? it was round at one time but part of it is folded over made of copper and has 2 marks on oppiset sides witch leads me to think it was a buckle of some kind.. any help would be great (sorry for the poor pic its the best my phone would do)
