Bullet Casing like relic with playing card symbols punched in it?

Hey everyone. Found this over the weekend at an old logging camp in the middle of the woods. Looks much like a bullet casing. On each side there is a punched out playing card symbol (ace, spade, heart, diamond) I also has small holes punched in at the top. Anybody know what this may be?
