A bungee end hook sounds reasonable considering where you found it.

Based upon the shape I would agree but I am a bit hesitant because of the square wire as that would tend to leave marks more easily than round wire. I've been riding bikes for nearly 40 years and have had my share of bungies. As best I recall they were always made of round wire. Are there any discernible wear marks that may provide a clue?

Maybe its tent related.

reminds me of some thing off of a old stater, It does appear to be more electrical related again..
