This is what I don't get, a felony to take them from a ranch? Did he have permission from the ranch owner, or was the ranch owned by the BLM? Thanks for any clarification. HH, George (MN)

It would appear according to the article from the op that this feller was busted twice once for theft from a private ranch and again for a theft from some BLM land that was also a record fossil find of the oldest duckbilled Hadrosaur.
