Button Identification

Hello folks. I just joined and was looking for some help in identifying this button I recently found (my first button find!)........... 13 star border with left facing eagle
It was found at an old Virginia plantation house that at one time (1840's-1860's or so) frequently hosted high level state dignitaries, military officers and local officials. There are no markings on the back and the shank moves.
