Button of sorts?

It looks like a hubcap off the back wheels of a tricycle.

I have dug these odd little things before. They originally had two fasteners on them, at opposite sides. I think I even have one or two that the fasteners aren't just tabs, but the ends are shaped like arrows (which would seem to rule out leather decor IMO, since the arrows are blunt).

Not sure what they were for.
