Button/pin insight?

Found this awesome piece about 7-8 inches inches down today!! It looks to be pewter with possibly a gold plating? It looks to be maybe a cuff button? It’s very intriguing as to why someone would have a man with a top hat on as a button! Any ideas would be appreciated!! Thanks (:
