Button?

I found this in Knoxville. It has gold gold on it and says e.t.h.i. Knoxville on it and has a shank with a circle on it. On the front it has a boat and maybe a wheat field I am not sure. Any help will help. The I in the ethi might be an L.

Seems to be the Tennessee state seal in the middle. No idea yet on the initials, but government employee of some sort. Eastern Tennessee something something?

It looks like your button has a backmark. If you can read it, I may be able to find it in the backmark book.
