Button?

Found this on an east coast USA beach after hurricane Matthew. Is it a button? I'm not sure I want to try to clean it up more to be able to see what is written on the top, maybe someone can make it out from the pictures?

I think I can read Sampson on it. Maybe from Sampson Tool Mfg. Co., calipers and the like. Maybe a pivot from?
