Buyer who use coupons or gift certificate

Had a buy claim they never received the item they bought. Tracking number shows it was delivered. Buyer said they checked with the post office and they said it was delivered. Now I am willing to work with they buyer on making it right. So as I was going to make a small refund Paypal says I have to make a full refund. Reason is buyer used coupon or gift certificate and only complete refund can be done.

I researched as far as I could. My two questions are:

1. If I decide now not to help out with a partial refund which I can not do, will ebay side with the buyer even though I did everything right?

2. Does this sound like a scam, buy with coupon or gift certificate and claim not received and get a full refund of "cash" in their paypal account and the item claimed to be lost?

Yes, if it shows as delivered, it's on ebay to cover it with their buyer protection plan.
 
And that is why, boys and girls, I always use a service that collects a signature upon delivery. OOPS, also known as USPS, simply leaving something at the door is never good enough.
 
I had this happen with something that was over $350. The buyer said they never received the item, I called the post (on the other side of the country) did a little investigating and found it was delivered. showed proof to ebay and paypal, money was released positive feedback received alls good. Move on

Only on items over $250. Follow ebay rules and you won't have any problems. Like I said, if it shows as delivered and they insist they didn't receive it, ebay will refund the amount on their dime.

I disagree. For lower priced items its a waste of $3 that either eats into profits or if you are building into your postage will deter buyers. In addition, the last time someone put signature confirmation on an $80 item and I had to wait longer for the item and drive to the post office to pick it up, I was not happy.
 
EBay changed their policy. It's not 250. I think it's like 750.
