What is it made of? Looks like part of a lead anchor/sheild

I have dug at Rehoboth and found scores of pieces of artillery like this and bullet casings. They were from training on beach assaults by our troops during WW2. HH, Sub 8-)

I always thought they came from WWII anti-aircraft artillery?

Yes, they do in your case Crusader since you are in merry old England.

On the continent, it depends since we had.... errrhh... how do you call it today.... peacekeeping on the ground. Could be tank, anti-tank, artillery. Basically everything large that comes out of a barrel and is meant to deliver something downrange. I believe most are flak, since these do spread over a large area.

Bomb is therefore somewhat of a misnomer, shell would be better.
