the buckle is 3 and a quarter length the widt is about 2 inches

The top pic looks like a tassel off of a ceiling pan fixture. Cast brass piece that was in the middle of the bowl area of the fixture.

I used to make Victorian chandelier reproductions and restore originals and that's what the tassels look like (or some would call them finals too...but, to me a finial is on the "top" of a lamp)
