I gave it my best shot...Certainly nothing definitive. Here is my thinking:
Seems that H. Vern Sharp was a Medical Doctor in 1984. Androscoggin R. is what your painting is!!! It is Androscoggin River in New Hamphsire:
so...I'm thinking that Dr. Sharp didn't necessarily live in New Hampshire, perhaps he vacationed there and in his time off he liked to paint...
Also since he only uses the H in his name, I'm guessing he adopted his middle name (Vernon) as his first name perhaps? Also since he signs it V Sharp, he was probably known as Vern or Vernon (maybe his first name was Herbert and didn't like it, who knows). Putting all that puzzle together with a LOT of assumptions, there was a Vernon H. Sharp that got his medical degree from Vanderbilt University in 1957, and their BA in 1953, assuming they started college in their early 20's, there was also a Vernon H. Sharp born in Tennessee in 1932.
So.... there is a guy named Vernon H. Sharp who was born in Tennessee in 1932, who studied at Vanderbilt University from 1949-1957 and was a doctor, and who passed away on 21 January 1999... Sorry I couldn't find more but that is what I got:
